Implementation of the <br />proposed project would introduce additional impervious surfaces <br />onto the project site. Existing rates of surface water runoff <br />would increase. However, as part of the planning for Armstrong <br />Ranch, a drainage plan was developed in accordance with the <br />City's Master Plan of Drainage. Surface water flows from the <br />project site would be directed to storm drain facilities along <br />Alton Street and Raitt Street, ultimately directed Greenville <br />Banning channel. <br />Through the City's development review process, the Public Works <br />Agency has determined that the drainage plan prepared for <br />Armstrong Ranch would provide adequate drainage facilities for <br />the proposed project. However, final, drainage plans would still <br />need to be prepared to determine the size and exact location of <br />onsite storm drain facilities. <br />Mitigation Measure <br />• Prior to issuance of a grading permit, the project <br />applicant shall submit a final surface water runoff <br />evaluation for review and approval showing existing and <br />proposed facilities and methods of draining the site <br />without exceedingthe capacity of any street or adjacent. <br />storm drain facility. <br />E.
