• Industrial 70 75 <br />The City of Santa Ana does not a noise level standard <br />specifically for community service centers. However, City sets a <br />maximum desirable exterior noise standard of 70 dBA CNEL for <br />schools, which would be considered a reasonably similar land <br />use. The primary source of noise impacts for the proposed <br />project would be vehicle traffic along Alton Avenue. According <br />to the acoustical analysis prepared for the Armstrong Ranch <br />Development Project, short-term and long-term noise levels along <br />Alton Avenue within the vicinity of the project site would be <br />approximately 63.0 CNEL. The proposed project would not subject <br />to noise levels in excess of City standards. <br />B. Exposure of persons to or generation of excessive <br />groundborne vibration or groundborne noise levels. <br />No Impact <br />The proposed project would require conventional building <br />practices and construction equipment. The project would not <br />require pile driving or blasting. No adverse vibration impacts <br />• would be associated with the construction or operation of the <br />proposed project. <br />D. A substantial temporary or periodic increase in ambient <br />noise levels in the project vicinity above levels existing <br />without project. <br />Less Than Significant Impact <br />Construction activities associated with `the proposed project <br />would result in short-term noise impacts. The City's Municipal <br />Code recognizes that some forms of noise are required for urban <br />development and maintenance and are difficult to control. <br />Section 18-314 (e) exempts noise sources associated with <br />construction, repair, remodeling, or grading of any real <br />property, provided said activities do not take place between the <br />hours of 8:00 p.m. and 7:00 a.m. on weekdays, including <br />Saturday, or any time on Sunday or a federal holiday. While <br />adverse, construction, when: performed in compliance with the <br />requirements of the Municipal Code is considered to be less than <br />significant. <br />• E.
