It provides steam for heating and <br />chilled water for cooling purposes to City, County, Federal and State <br />buildings located in the Civic Center. The plant has been in operation <br />since 1968. <br />As part of its Central Utility Facility Cogeneration Conversion, and to <br />provide enhanced reliability and future cost savings, the County will <br />convert the operation to a cogeneration facility. The cogeneration <br />facility will simultaneously generate electricity while heating and <br />cooling water. <br />Also as part of the project, the County will replace its aging <br />distribution facilities throughout the Civic Center. The new power and <br />chilled water lines will pass through the City's parking structures and <br />plaza (Exhibit 1). In order to install and maintain the facilities, the <br />County will require easements within the City's real property (Exhibit <br />2) City staff has reviewed the easement locations and supports the <br />donation of this distribution facilities easement. <br />251-1 <br />
