Entitlement Actions at MacArthur Place <br />April 6, 1998 <br />Page 5 <br />Project Implementation Agreement: <br />An Environmental Impact Report was certified for the MacArthur Place <br />development when entitlements were granted in 1988. The EIR identified a <br />list of on and off -site infrastructure improvements required to be built <br />as development occurred. In general, the improvements required relate to <br />traffic and storm drain issues. First American Financial is requesting <br />that the City now assign these required improvements to phases of <br />anticipated development. The Project Implementation Agreement provides a <br />contractual understanding for First American concerning the use and <br />development of the remaining undeveloped land. This agreement provides a <br />list of infrastructure improvements which will be required based on the <br />amount of building square footage developed. This is necessary in light <br />of the fact that the property will be developed by multiple, unrelated <br />private entities. Assignment of the improvement obligations as requested <br />allows clear understanding of infrastructure obligations to both First <br />American and all future property owners. <br />Street Name Change: <br />First American Financial has requested a street name change from Regency <br />Boulevard to First American Way. The Santa Ana Municipal Code (Section <br />33-6) requires all requests for renaming public streets to be referred to <br />the Planning Commission for determination and then to the City Council to <br />affirm the Planning Commission decision. No public hearing is required <br />for this action because the street name change will not change the street <br />address of any abutting property. The only existing office building is <br />off of Imperial Promenade, an adjacent bisecting street and therefore is <br />not impacted by the requested street name change. <br />On March 23, 1998, the Planning Commission approved the request for the <br />street name change because Regency Boulevard is not a continuation of any <br />existing street and the street name change request met the guidelines <br />outlined in the Santa Ana Municipal Code. It can only be found within the <br />MacArthur Place development and as with other streets within MacArthur <br />Place contain unique names not found anywhere else within the City. The <br />street name will refer to a significant and distinct development for the <br />area and the street name will recognize a long standing corporate citizen <br />of the City. <br />Acceptance of Dedication: <br />As indicated earlier, a lot line adjustment is being processed for the <br />project to modify the previously approved tentative tract map. All street <br />dedications required must be accepted prior to recordation. The <br />authorization requested allows the City Manager to accept the street <br />dedications on behalf of the City. <br />Rev. 119 55A <br />
