OWNER PARTICIPATION AGREEMENT <br />[Cornerstone Village] <br />1109 S. Minnie <br />�C��-THIS OWNER PARTICIPATION AGREEMENT dated as of <br />2002 for identification purposes only, is made and entered into by and among the City of Santa, <br />the Community Redevelopment Agency of the City of Santa Ana, and Valerie R. Humphries <br />("Owner"), with reference to the following: <br />RECITALS: <br />A. The purpose of this OPA is for Owner, City, and Agency to establish commitments <br />for improvement of the housing conditions for residents living in the area popularly known as the <br />Minnie Street neighborhood, and for the Agency and City to implement their goal and objective <br />of meeting the community's need for decent, safe and sanitary housing for persons and families <br />of low to moderate income in the community, and to improve, increase and preserve housing <br />available at an affordable housing cost to persons and families of low and moderate income; this <br />OPA'is also consistent with the national goals and objectives, as outlined in 24 C.F.R §570.200 <br />(a), of using CDBG funds for the provision of public improvements and is designed to aid in the <br />prevention of blight. <br />B. Area owners of the Properties will form a property owners association (the <br />Cornerstone Village Owners' Association) for, among other things, the purpose of making and <br />zxraintaining certain improvements in the Agreement Area; <br />C. Agency, City, Owner and the Association desire to work together for the overall <br />improvement and betterment of the neighborhood through implementation of a program that <br />includes, among other things, the following improvements to be the responsibility of the Agency <br />and City: <br />(1) Street Improvements <br />(2) Landscape Improvements <br />(3) Parking Area Improvements <br />(4) Building Courtyard Entrance and Facade Improvements. <br />D. Agency, City, Owner and the Association desire to work together for the overall <br />improvement and enhancement of the neighborhood through implementation of a program that <br />includes, among other things, the following to be the responsibility of the Owner: <br />(1) Rehabilitation of buildings per this Agreement; <br />(2) Implementation of common conditions, covenants and restrictions; <br />(3) Maintenance of current membership and participation in the Association, and <br />
