Section 1: Introduction (continued) <br />HEMET REDEVELOPMENT PLAN <br />ENVIRONMENTAL IMPACT REPORT <br />David Evans and Associates, Inc. is currently completing the Hemet Redevelopment Plan <br />EIR. The Environmental impact Report (EIR) for the City of Hemet, County of Riverside, <br />Hemet Unified School District Redevelopment Plan analyzes the potential environmental <br />impacts associated with the adoption and subsequent implementation of a redevelopment <br />plan in the City of Hemet and the unincorporated areas in the County of Riverside. The <br />Plan was developed primariiy to provide for the improvement and construction of schools <br />in the area through tax increment financing. The tax increment used for school facilities will <br />be limited to what would normally be apportioned to the Hemet Unified School District. <br />The Redevelopment Plan will also finance the construction of capital improvements in the <br />City of Hemet and areas of the County, east of Hemet. No eminent domain powers will be <br />granted to the Hemet Redevelopment Agency. <br />The EIR for the Hemet Redevelopment Plan is a program EIR which addresses the impacts <br />of a number of capital improvement projects proposed within the boundaries of the <br />proposed redevelopment area. They will be undertaken through time to improve existing <br />facilities, according to the availability of funds. These projects will be funded in part by the <br />tax increment derived by the formation of the redevelopment project area and by the sale <br />of bonds. <br />Future projects within the redevelopment plan area shall be evaluated in the light of the <br />EIR, to determine if additional environmental analysis is required according to CEQA. The <br />EIR provides the basis for an initial study on a project within the redevelopment project <br />area to determine whether any significant effects may result. If the Lead Agency finds no <br />new impacts or mitigation measures that may be required outside of those contained in the <br />program EIR, the Agency may approve the project through the program EIR. <br />Formatting the EIR as an - alternatives EIR also allowed the Lead Agency to analyze the <br />impacts of two scenarios, while eliminating the need for another EIR should the County <br />decide against the project. During initial study and environmental assessment of the project, <br />it was determined that all .issue areas may be impacted by the proposed plan given the <br />project area's extent. As a result, this EIR addresses the potential impacts for all 20 issues <br />areas included in the City's Initial Study Checklist. <br />Marc Blodgett and Josephine Tan Alido wrote the EIR and Robert Campbell provided the <br />graphics. The actual and estimated budget for this project is $26,000.
