Section 2. Scope of Work (continued) <br />Redevelopment Plan. The project team will work with the City of Santa Ana in identifying <br />alternatives that will be analyzed in the EIR. These may . include the following: <br />■ No Project Alternative - Under CEQA, the EIR is required to <br />evaluate the No Project Alternative. Under the No Project <br />Alternative, the proposed Redevelopment Plan will not be adopted <br />and the project area will remain in its present state. <br />■ Projects Alternative - This alternative will involve a change in <br />proposed redevelopment projects. This alternative would lead to <br />different degrees of impact on earth, air quality, traffic, aesthetics, <br />noise, plant and animal life, land use, recreation, and other issues <br />due to the different mix of projects that would be constructed under <br />the proposed Redevelopment Plan. <br />■ Alternate Site Alternative - Recent court cases emphasize the need to <br />analyze alternative sites for projects. An alternate site for the <br />Redevelopment Plan will mean a smaller project area. The site may <br />be an area or school district in the City where school facilities are <br />especially overcrowded and will have the greatest benefit from <br />redevelopment. This alternative focuses the impacts of the Plan to <br />a smaller area and will only affect fewer land uses and residents, <br />resulting in less environmental impacts overall. The impacts <br />associated with the smaller project area will be analyzed in the EIR. <br />The three alternatives will be compared with the proposed Redevelopment Plan and an <br />environmentally superior alternative identified. The alternatives and potential alternate sites <br />that will be analyzed in the EIR will be selected during the project organization meeting <br />with City staff. <br />Task G: Long -Term and Growth -Inducing -ImRpcts <br />CEQA requires that EIR's evaluate both long-term impacts and growth -inducing impacts. <br />Long-term impacts are changes to the environment which will be present during the life of <br />the project and are irreversible. Growth -inducing impacts refer to impacts which may <br />directly or indirectly result in increases in the population, employment or building intensity <br />of the area. The EIR will include an analysis of the cumulative and long-term effects of the <br />proposed Redevelopment Plan. The description and analysis will include the following: <br />■ The relationship between local short-term uses of man's environment <br />and the maintenance and enhancement of long-term productivity <br />City of Santa Ana <br />Redevelopment Plan EIR 2-14 <br />
