SECTION 4: PROJECT TEAM RESUMES <br />BARRY HOGAN <br />Project Principal <br />Mr. Hogan joins David Evans and Associates, Inc. with over 19 years of extensive planning <br />and environmental experience. His responsibilities include all aspects of management and <br />facilitation relating to planning, development feasibility, site design and analysis, policy and <br />"regulatory- planning, governmental processing and project management. Additionally, Mr. <br />Hogan has served as representative for many clients before citizen committees, city staffs, <br />planning commissions, city councils and boards of supervisors. <br />Experience: <br />Supervised the preparation of general plans for a number of cities in California, including <br />Poway and Imperial. <br />Directed or prepared specific plans for industrial, residential, commercial, and mixed -use <br />projects for the cities of Rancho Cucamonga, San Diego, and Poway and the counties of <br />Riverside and San Diego. <br />Directed and managed a number of projects in Orange and San Diego Counties including <br />land planning, policy and regulatory planning, governmental processing, feasibility studies, <br />site designs and analysis, general and specific plans, major use permits, project management <br />and other related activities. <br />Directed the City of Poway's first Planning and Building Department after incorporation. <br />Responsible for the planning and building activities, in addition to providing assistance to <br />the Executive Director of the Redevelopment Agency. Directed, co-authored, and <br />participated in the city's first comprehensive plan (General Plan, zoning ordinance, and <br />environmental impact report). Authored the city's first sign ordinance working with a <br />council -appointed committee. Responsible for code compliance activities. Directed the <br />establishment of a computer mapping database for the city. Developed the City's first <br />development review ordinance and administered its implementation. Coordinated the <br />transition of all files, maps, and records from San Diego County. Coordinated the <br />development of CEQA procedures for the city. <br />Directed and participated in the development of the Rancho Cucamonga's first <br />comprehensive General Plan encompassing the then nine mandated elements, including <br />additional elements of urban design, energy, public facilities, parks/recreation and trails'. <br />City of Santa Ana <br />Redevelopment Plan EIR 4-1 <br />
