Adopt a resolution authorizing the City Manager and the Chief of Police <br />to execute a grant award agreement with the State of California, Office <br />of Homeland Security for fiscal year 2005 Urban Areas Security <br />Initiative Grant funds in the amount of $4,000,000. <br /> <br />2. Approve an appropriation adjustment recognizing $4,000,000 in the FY <br />2005 Urban Areas Security Initiative grant revenue account (no. 125-01- <br />5350-5) and appropriate same in the FY 2005 Urban Areas Security <br />Initiative grant expenditure accounts (nos. 125-333-various and 125-014- <br />6933). . <br /> <br />DISCUSSION <br /> <br />On September 19, 2005 the City Council accepted an $8,220,754 million Urban <br />Area Security Initiative grant from the federal Department of Homeland <br />Securi ty, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br /> <br />The State Office of Homeland Security recently disencumbered Homeland <br />Security Grant funds and is now making these funds available to eligible <br />grant recipients. The City of Santa Ana has been identified as an eligible <br />recipient and may be awarded up to $4,000,000. <br /> <br />These funds must be expended within 60 days of receipt and will be used to <br />procure services and equipment needed to enhance the urban areas capability <br />to prevent, respond to and recover from acts of terrorism. <br /> <br />208-1 <br />
