Reject the bid from Cici Tactical Shop as nonresponsive to the <br />specification. <br />2. Award a contract to United Shield International, LLC for the <br />purchase of ballistic police helmets with riot face shields in the <br />amount not to exceed $37,655. <br />DISCUSSION <br />The Santa Ana Police Department issues helmets with face shields for the <br />protection and safety of officers who respond to potentially violent <br />situations. The current inventory is over nine years old and the helmets <br />were not made to provide ballistic protection. Last year, the department <br />ordered and field-tested a small number of new ballistic helmets. The <br />department is satisfied with the new model and plans to replace the entire <br />inventory of dated helmets over the next three years. The recommended <br />action will replace 140 helmets as the first phase. <br />The notice inviting bids was advertised December 26, 2007, and bids were <br />solicited. A summary of the bid invitations and bids received is as <br />follows: <br />4 Invitations For Bid mailed <br />9 Bids received <br />2 Bids received from Santa Ana vendors <br />Bids were received and opened January 14, 2008 (Exhibit 1) The bid <br />received from United Shield International, LLC is responsive to the <br />specification and meets the Police Department's requirements. The award <br />amount includes a contingency to facilitate the purchase of additional <br />helmets. <br />22B-1 <br />
