REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 3, 2008 <br />TITLE: <br />CONTRACT AWARD FOR RIVERVIEW <br />SANITARY SEWER REHABILITATION <br />C/GC~ <br />v ~ v CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1S` Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Mocon Corporation in the amount of $39,744 for <br />installation of the Riverview Sanitary Sewer Rehabilitation. <br />DISCUSSION <br />This contract provides for the rehabilitation of the 8-inch vitrified <br />clay pipe sewer main in the section of the Riverview Golf Course just <br />north of Marion Way (Exhibit 1). A recent video inspection has revealed <br />that the existing pipe is in critical condition and has failed in several <br />sections along the proposed project area. The pipe walls have <br />experienced severe cracking and have soil exposure due to root intrusions <br />that have damaged both the integrity of the pipe and the sanitary sewer <br />system. The most expeditious and cost effective solution in this <br />instance is to rehabilitate the system by installing a trenchless pipe. <br />There are limited contractors who have the knowledge, experience, and <br />equipment to do this type of work, as it is very specialized. Staff was <br />able to locate six firms in the Southern California region who can meet <br />the specifications and qualify to do this job. Invitations to bid were <br />sent to these firms. <br />Four firms submitted bids. Two bids were disqualified for failure to <br />submit the required certifications. The remaining two bids are tabulated <br />below. <br />Firm City Bid Amount <br />Mocon Corporation Indio, CA $39,744 <br />GCI Construction, Inc. Costa Mesa, CA $49,850 <br />The lowest bid was submitted by Mocon Corporation for $39,744 which is <br />below the Engineer's estimate of $69,060. <br />23D-1 <br />
