<br />Exhibit A <br /> <br />Contract #: <br /> <br />GENERAL PROGRAM REQUIREMENTS <br />MORTGAGE AND FINANCE ASSISTANCE AND RE-EMPLOYMENT PROJECT <br /> <br />Contractor: City of Santa Ana <br /> <br />1. Project Summary: <br /> <br />A. The Orange County WIB through this grant seeks to: <br /> <br />. Leverage existing (but decreasing) Rapid Response funds and increase efforts to <br />assist affected Orange County Mortgage and Finance employers. Activities <br />include outreach, lay-off aversion and direct services provided to affected <br />employees. <br /> <br />. Increase the capacity at the Orange County One-Stops providing increased <br />outreach, assessment, workshops, job development, case management and <br />supportive services. <br /> <br />. Increase funding for training, re-training and skills matching with other industry <br />clusters that have employment gaps. <br /> <br />B. These General Program Requirements have been designed to provide the framework <br />wherein the One-Stop Center(s) will provide or will coordinate the provision of services <br />for the Mortgage and Finance Assistance and Re-Employment Project. <br /> <br />C. Contractor agrees to comply, remain informed, and deliver services consistent with the <br />provisions of WIA. <br /> <br />D. Where local policy has not been set, Contractor agrees to adhere to state or federal <br />policy, as appropriate. <br /> <br />2. Governance References <br /> <br />a. Workforce I nvestment Act of 1998 <br /> <br />b. Department of Labor, Employment and Training Administration, 20 CFR Part 652 <br />et al. - Workforce Investment Act; Final Rules The Regulations define the One- <br />Stop Delivery System as: <br /> <br />A system under which entities responsible for administering <br />separate workforce investment, educational and other human <br />resource programs and funding streams (referred to as One-Stop <br />partners) collaborate to create a seamless system of service <br />delivery that will enhance access to the programs' services and <br />improve long-term employment outcomes for individuals receiving <br />assistance.
