<br />Exhibit B <br /> <br />Contract #: <br /> <br />STATEMENT OF WORK <br />MORTGAGE AND FINANCE ASSISTANCE AND RE-EMPLOYMENT PROJECT <br /> <br />I. SERVICE GUIDELINES <br /> <br />A. ExpectationslTarget Population: The purpose of this Agreement is to directly assist <br />the individuals dislocated from the mortgage industry seeking re-employment <br />services in Orange County. <br /> <br />B. Collaborative Partner Services: Contractor shall facilitate working relationships and manage <br />collaborative partnerships with WIA mandated and other One-Stop partners at each center. <br /> <br />C. Co-Enrollments: Contractor may co-enroll participants in multiple eligible programs in order to <br />leverage resources and maximize services to the dislocated worker. <br /> <br />II. SERVICES <br /> <br />A. Services to be provided to Dislocated Workers from the mortgage industry: Contractor <br />shall manage and provide services identified in the Workforce Investment Act of 1998 and <br />described in the Federal Register - Final Rule, the State of California's Technical Assistance <br />Guide (TAG). The One Stop Operator will determine eligibility; enroll participants into the <br />program; track participation for successful completion of training program; prepare participants <br />, for their job search; case management and job development; document and verify employment' <br />survey employer satisfaction and report results; and provide follow-up. <br /> <br />B. Outreach and Recruitment of Dislocated Workers from the mortgage industry: The <br />Contractor shall be responsible for adequately informing both individuals and groups of the <br />services available in the Santa Ana W/O/RlK Center. This outreach and recruitment shall also <br />be conducted in order to attract a sufficient number of individuals who are in need of and would <br />benefit from the services provided and who meet the eligibility requirements to receive such <br />services. <br /> <br />C. Orientation: The Contractor shall provide a general center orientation that informs individuals <br />of the full array of services available, including all partner services conducted at the Center and <br />any other pertinent resources to conduct a quality job search. The orientation shall inciude a <br />complete overview of the processes and procedures customers can expect as they proceed <br />through the system and are provided services. <br /> <br />D. WIA Registration: The Contractor shall be responsible for registering clients and implementing <br />the priority of service for disadvantaged adults. Registration involves documenting and <br />certifying the general eligibiiity requirements as federally and locally mandated, and estabiish <br />the priority of services' of the various individual groups to be served. The registration process <br />shall be streamlined and customer-friendly. This eligibility must be completed in accordance <br />with the Technical Assistance Guide (TAG) and local policies and procedures relating to <br />eligibility. <br /> <br />E. Assessment: Initial assessments may be self-service or staff-assisted. The assessment may <br />be Internet based and/or using other assessment tools identified by the Contractor and <br />approved by the OCWIS. These tools must assist the customer in identifying the appropriate <br />employment or training area which best suits their abiiities and needs. <br /> <br />Page 1 of 6 <br />
