EVALUATION OF PROPOSALS <br />Vendors will be evaluated based on their ability to conduct successful events in both the small carnival <br />and large carnival categories. For the purposes of this RFP, carnivals conducted at Cesar <br />Chavez /Campesino, Rosita, and El Salvador parks are considered small carnivals. Carnivals conducted <br />at Centennial, Jerome, and Madison parks are considered large carnivals. An evaluation committee <br />will recommend the most qualified vendors for each the small and large carnival event categories. A <br />committee of City staff representing various departments will evaluate all proposals based on the <br />following criteria: <br />Equipment Capability, and Functionality of Vendor 20% <br />1. Equipment and related safety specifications of equipment to be used. <br />2. Training and safety precautions taken to ensure that attractions and/or staff pose no danger to <br />event participants or the general public. <br />3. Vendor's financial ability to provide a safe, enjoyable carnival while meeting all specifications. <br />Level of Service and Support 20% <br />1. Responsiveness and thoroughness of proposal. <br />2. Ability to accommodate proposed carnival dates and locations. <br />Experience of Firm and Personnel 20% <br />1. All carnival personnel, including operators, proposed to work at carnivals and the qualifications <br />of those individuals. <br />2. Experience and technical expertise of personnel, including operators, with implementing <br />carnivals and special events in other cities. <br />Past Performances 40% <br />1. Past record of performance on contracts with other cities, governmental agencies or public <br />bodies, including such factors as reliability, park damage prevention and compliance with <br />contract terms and conditions. <br />2. The vendor's capacity to perform the work within time specifications. <br />3. Acceptable, verifiable references and site reviews, and a three (3) year summation of vendor's <br />record of carnival related incidents from vendor's insurance company. <br />FOLLOW -UP OF EVALUATION PROCESS BY VENDOR <br />Vendors may follow up on the evaluation of the proposals by contacting Robert Carroll, via email at <br />rcarroll @ci.santa - ana.ca.us or by phone at (714) 571 -4218. <br />REVIEW EVALUATION RESULTS AND AWARD <br />After award, the evaluations will become public record. Interested vendors may submit a request in <br />writing, along with a self - addressed stamped envelope to receive results of the evaluation.
