consistently the ones that are at risk for overrunning their respective budgets, including, but not <br />limited to: data collection, traffic analysis, noise studies, administrative draft environmental <br />document, and responses to comments. By focusing management on the tasks that are <br />historically prone to scope creep and cyclical reviews, the URS team will be able to <br />proactively address the potential overruns. <br />Our cost accounting system is specifically designed for use by Project Managers and Task <br />Leaders, who all have unlimited access to the entire cost accounting system, to monitor <br />progress and identify trends in each task and subtask. One element that we regularly check is <br />the average hourly rate for each task or subtask as calculated from the hours and dollars spent <br />each period and to date. By comparing this actual "burn rate" to the average budgeted hourly <br />rate, the Project Manager can decide if the appropriate staff are assigned to the project and if <br />they appear to be working efficiently. <br />FIRM WORKLOAD <br />One benefit of hiring a firm the size of URS is our resource base and our corresponding ability <br />to surge up and down to respond to project needs. Also, our team is largely local and very <br />accessible. Furthermore, our local staff is supported by an additional 600 personnel in Southern <br />California alone. We are confident in our ability to meet the City's needs and to perform and <br />tasks outlined in our scope of work on time.
