This will be a Phase <br />III Return on Investment (ROI) study and a follow-up to the first and <br />second ROI studies. The first study evaluated the Workforce Investment <br />Act (WIA) funds spent on clients who had been enrolled and exited WIA <br />during Program Year 2002-03 and then a second study evaluated universal <br />access customers who used the Santa Ana WORK Center during Program Year <br /> <br />25N-1 <br /> <br />
