<br />STATEMENT OF \VORK <br /> <br />In order for the ROI study to be meaningful, it needs to carefully study the relevant data <br />and present objective results in a reader friendly fonnat. The resulting document will be <br />utilized by the WIB members and staff to communicate the effectiveness of the <br />workforce investment system in Santa Ana to elected officials both locally and in <br />Washington DC and to the general public, The ROI study will become a marketing tool <br />designed to evaluate the cost effectiveness of this system and provide an objective <br />evaluation of the services offered by the One-Stop, <br /> <br />TIns ROI study will need to review and analyze various typ€S of data gained by <br />surveying a sample of customers who have visited the One-Stop to look for either work <br />or training between the period of July 1, 2007 through June 30, 2008. Each customer <br />utilizes the One-Stop and its resources to varying degrees and with varying results and <br />comes away with impressions of those services, Some customers will utilize the One- <br />Stop's services several times before gaining employment while others may only visit <br />once with varying degrees of satisfaction. It is these complexities that the WID wants the <br />ROI study to focus on in Phase ill, <br /> <br />The One-Stop offers a multitude of services provided by different partners as mandated <br />by the Workforce Investment Act as well as each partner's own rules and regulations. <br />Some of the partners at the One-Stop include: the State Employment Development <br />Department, the Department of Rehabilitation, Orange County Social Services Agency, <br />Goodwill Industries of O,c., and Santa Ana College. Services provided at the One-Stop <br />include, but are notlimited to workshops, access to job orders via computer, postings on <br />the job order board, want ads, usage of computers for job search, resume preparation and <br />email access, and use of copy and fax machines. These services are provided to assist <br />universal access customers in obtaining employment with very little staff help needed. If <br />unfamiliar with the operations at the One-Stop, proposers may visit the WORK Center <br />for a tour of the universal access services. Contact Gus Chamorro at 714-565-2629 to <br />make arrangements. <br /> <br />The One-Stop has a database, which includes the names, addresses, and phone numbers <br />of all the customers who used the One-Stop during the study period. Customers without <br />phone numbers will be deleted from the study, Additionally, the One-Stop will attempt <br />to obtain base wage data for the sample selected that will provide the contractor with <br />wages that can be used to evaluate pre-employment and post-employment wages of the <br />selected customers during the study peliod.
