Authorize the City Manager and Clerk of the Council to execute the <br />attached agreement with Curbside Inc. in an amount not to exceed <br />$40,000 subject to non-substantive changes approved by the City <br />Manager and City Attorney to provide curbside collection of <br />universal waste. <br /> <br />2. Approve an appropriation adjustment accepting $40,000 in grant funds <br />from the County of Orange into the refuse collection fund (account <br />no. 69-01-5363) and appropriating $40,000 to the refuse collection <br />fund's account for other contractual services (account no. 69-521- <br />6291) . <br /> <br />DISCUSSION <br /> <br />The County of Orange has allocated $1,000,000 countywide to promote local <br />and regional waste diversion and recycling efforts. Santa Ana's <br />allocation is $40,000. Applications were due in January and the City's <br />application has been approved to provide curbside pickup of universal <br />waste . Universal waste includes household batteries, florescent lamps, <br />items containing mercury, and electrical and electronic devices. This <br />waste is prohibited from being disposed of in landfills. <br /> <br />The curbside collection program will be made available for two weeks, <br />twice during the year or more frequently until the grant funds are <br />expended. Residents will be notified of the pick-up dates and will be <br />directed to call and make an appointment. It is anticipated that <br />residents will gather their old products and properly dispose of their <br />universal waste if this convenient method is offered. <br /> <br />An agreement is recommended with Curbside Inc. to provide these <br />collection services. Curbside Inc. has previously provided household <br />hazardous waste collection for Santa Ana residents and is currently <br />operating the City's battery recycling program. <br /> <br />25E-1 <br />
