<br />Allocation of FY 2008-09 ESG Funds <br />April 7, 2008 <br />Page 2 <br /> <br />November 2007, a Request for Proposals was mailed to 51 non-profit <br />providers soliciting applications for FY 2008-2009 grant funding. <br /> <br />Fourteen service agencies responded with funding requests totaling <br />$521,586. Proposals predominately sought funds to offset program <br />administration, homeless prevention, maintenance and operating costs. <br /> <br />On February 6, 2008, the Human Relations Commission conducted applicant <br />interviews to rate and rank the proposals using the following criteria: <br />1) community need, 2) capacity to provide service, and 3) effective and <br />efficient use of funds. A list of the agencies submitting proposals, the <br />evaluation panel rating, the grant amount for the present year, the <br />requested amount of funding for FY 2008-2009, and the recommended funding <br />for FY 2008-2009 is provided in Exhibit 1. A brief table of information <br />regarding each applicant is shown as Exhibit 2. One of the recommended <br />proposals will fund homeless prevention programs, and ten will provide <br />essential services. <br /> <br />Eleven proposals are being recommended for funding as follows: <br /> <br />Human Options <br />Interval House <br />Laura's House <br />Legal Aid <br />Mercy House - Center <br />Mercy House - Transitional Houses <br />O. C. The <br />exception was Mercy House-Cold Weather Armory, which scored above <br />19.00. However, on February 6, 2008, when the Human Relations <br />Commission made its final recommendations, the County Board of <br />Supervisors had not finalized its selection of an operator for the <br />Cold Weather Armory program. Therefore, the Human Relations <br />Commission felt that it would be prudent not to recommend Mercy House <br />for funding of the 2008-2009 Cold Weather Armory in the event that it <br /> <br />25K-2 <br />
