REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 7, 2008 <br />TITLE: <br />AGREEMENT WITH CALIFORNIA STATE <br />UNIVERSITY FULLERTON, SOCIAL <br />SCIENCE RESEARCH CENTER, TO <br />CONDUCT RETURN ON INVESTMENT, <br />PHASE III STUDY <br />t~,~------.~ <br />CI MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15f Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the <br />attached agreement with California State University Fullerton, Social <br />Science Research Center, to conduct the Return on Investment, Phase III <br />Study for an amount of $20,000 for a term period of January 2008 to June <br />30, 2009. <br />WORKFORCE INVESTMENT BOARD ACTION <br />Accepted the proposal from California State University, Fullerton - <br />Social Science Research Center to conduct the Return on Investment, <br />Phase III Study for an amount not to exceed $20,000 and recommended the <br />City Manager execute the agreement. <br />By a vote of 22:0 (Beasley, Campanella, Claudio, de Leon, Didion, <br />Fischer, Jimenez-Hama, Lewis, Metzler, Novelo, Ward absent) at its <br />Meeting of September 14, 2007. <br />DISCUSSION <br />At its January 12, 2007, meeting, the Workforce Investment Board (WIB) <br />authorized the Oversight and Data Committee to develop and release a <br />Request for Proposals (RFP) to conduct quarterly surveys of a select <br />group of clients who have utilized the Santa Ana WORK Center's services <br />in order to measure the value of those services. This will be a Phase <br />III Return on Investment (ROI) study and a follow-up to the first and <br />second ROI studies. The first study evaluated the Workforce Investment <br />Act (WIA) funds spent on clients who had been enrolled and exited WIA <br />during Program Year 2002-03 and then a second study evaluated universal <br />access customers who used the Santa Ana WORK Center during Program Year <br />25N-1 <br />
