REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 7, 2008 <br />TITLE: <br />CONTRACT AWARD WITH JONES AND <br />STOKES FOR ENVIRONMENTAL <br />CONSULTING SERVICES <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15t Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the <br />attached agreement with Jones and Stokes to provide environmental <br />assistance related to the California Environmental Quality Act (CEQA) and <br />National Environmental Policy Act (NEPA) in the amount of $10,000, <br />subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />Environmental planning is a core service provided by the Planning <br />Division to private developers, the Planning and Building Agency and <br />other departments, such as the Public Works Agency, Community Development <br />Agency and Parks, Recreation and Community Services Agency. To continue <br />to provide quality and efficient environmental services, the City has <br />relied on Jones and Stokes to provide on-call environmental consulting <br />services since September 2006. They have provided essential input on a <br />variety of projects that have resulted in proper and efficient <br />environmental analysis. Jones and Stokes is a leading environmental <br />planning firm with special expertise and familiarity with the City of <br />Santa Ana. Its staff are regular instructors of the UCLA Extension <br />annual CEQA training and they are the authors of the popular CEQA <br />Deskbook. <br />An agreement with Jones and Stokes was originally approved in April 2006 <br />in the amount of $25,000; that agreement has expired. It is requested that <br />an agreement be executed with Jones and Stokes for $10,000 to continue <br />providing on-call consulting services due to the technical expertise they <br />possess in environmental services. As required per Section 2-801 of the <br />Santa Ana Municipal Code, the City Manager is authorized to bind the City <br />to a contract for an amount not exceeding $25,000.
