REQUEST FOR ~ <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 3, 1997 <br />TITLE: <br />AMENDMENT TO THE AGREEMENT <br />FOR FAIRVIEW STREET WIDENING <br />PROJECT (PRO~C~ NO. <br />Qduption lsc <br />,- i <br />RECOMMENDED ACTfON <br />r: <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />As Recommended <br />As Amended <br />^ Ordinance on 1~ Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the Mayor and the Clerk <br />of the Council to execute an amendment to the agreement for consulting <br />services with The Planning Center for environmental documents and <br />preliminary engineering plans for widening of Fairview Street in the <br />amount of $20,515 for a total contract amount not to exceed $244,277. <br />DISCUSSION <br />On August 7, 1995, the Council authorized approval of an agreement with <br />The Planning Center to prepare environmental documents and preliminary <br />engineering plans for the Fairview Street Widening Project between the <br />Santa Ana River and State Route 22 (Exhibit 1). The approved contract <br />amount is $223,762. <br />The cities of Garden Grove and Santa Ana initiated the Fairview Street <br />widening project and Santa Ana is acting as the lead agency. The project <br />consists of improving Fairview Street to major arterial standards which <br />include three general purpose lanes in each direction and a raised 14- <br />foot median island. The project also includes widening the Fairview <br />Street Bridge at the Santa Ana River. <br />At this time, the consultant is preparing the Environmental Impact Report <br />(EIR), Environmental Impact Statement (EIS) and preliminary engineering <br />plans. These are now 75o complete. <br />In anticipation of future federal funding, the project is subject to the <br />National Environmental Policy Act (NEPA). The California Department of <br />Transportation (CALTRANS), as designee of the Federal Highway <br />Administration (FHWA), serves as the NEPA lead agency. <br />137 <br />~~~' <br />
