Qduption lsc ,- i RECOMMENDED ACTfON r: CLERK OF COUNCIL USE ONLY: APPROVED As Recommended As Amended ^ Ordinance on 1~ Reading ^ Ordinance on 2"d Reading ^ Implementing Resolution ^ Set Public Hearing For CONTINUED TO FILE NUMBER Direct the City Attorney to prepare and authorize the Mayor and the Clerk of the Council to execute an amendment to the agreement for consulting services with The Planning Center for environmental documents and preliminary engineering plans for widening of Fairview Street in the amount of $20,515 for a total contract amount not to exceed $244,277. DISCUSSION On August 7, 1995, the Council authorized approval of an agreement with The Planning Center to prepare environmental documents and preliminary engineering plans for the Fairview Street Widening Project between the Santa Ana River and State Route 22 (Exhibit 1). The approved contract amount is $223,762. The cities of Garden Grove and Santa Ana initiated the Fairview Street widening project and Santa Ana is acting as the lead agency. The project consists of improving Fairview Street to major arterial standards which include three general purpose lanes in each direction and a raised 14- foot median island. The project also includes widening the Fairview Street Bridge at the Santa Ana River. At this time, the consultant is preparing the Environmental Impact Report (EIR), Environmental Impact Statement (EIS) and preliminary engineering plans. These are now 75o complete. In anticipation of future federal funding, the project is subject to the National Environmental Policy Act (NEPA). The California Department of Transportation (CALTRANS), as designee of the Federal Highway Administration (FHWA), serves as the NEPA lead agency. 137 ~~~'
