Costs are to be broken <br />down based upon the various components of the project or it can be based on cost per <br />hour however all expenses must be included in the proposal. <br />• The proposal will be considered a "firm offer" of services with prices guaranteed for <br />no less than 120 days. <br />EVALUATION CRITERIA <br />The Oversight and Data Committee (a sub-committee of the Santa Ana Workforce <br />hlvestment Board) or other WIB members will review all proposals received by the <br />deadline and which are determined to have met the minimal requirements as set forth in <br />this Request for Proposal (RFP). Incomplete proposals, e-mail submittals with a detected <br />virus and proposals submitted after the deadline will be judged to be non-responsive and <br />will not be considered. <br />Background Information (Past/Comparable Performance) - 40 points <br />Past experience, knowledge and effectiveness of the proposer/organization in <br />providing the same or similar services as outlined in the Request for Proposal <br />(RFP) will be evaluated to determine demonstrated performance and <br />qualifications. <br />Proposal Design and Quality - 40 points <br />Overall design and scope of ROI study planned, ability to meet the required <br />timelines, required steps needed to meet goals outlined in the Statement of Work, <br />understanding of the objectives, and clearly defined outcomes and final product <br />proposed. <br />Cost Reasonableness - 20 points <br />7 <br />
