REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 5, 2008 <br />TITLE: <br />CONSOLIDATED PLAN ANNUAL UPDATE <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1$` Reading <br />^ Ordinance on 2`"' Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Approve the Consolidated Plan Annual Update and authorize the submittal <br />to the U.S. Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />At its Regular Meeting of April 15, 2008, the Community Redevelopment and <br />Housing Commission recommended that the City Council approve the <br />Consolidated Plan Annual Update with Commission input and authorize the <br />submittal to the U.S. Department of Housing and Urban Development by a <br />vote of 5-0 (Reyna absent). <br />DISCUSSION <br />Each year the City of Santa Ana receives funding from various formula <br />grant allocation programs administered by the U.S. Department of Housing <br />and Urban Development (HUD). These funds provide for affordable and <br />supportive housing, community development programs, social services and <br />economic opportunities. The programs include the Community Development <br />Block Grant (CDGB), the HOME Investment Partnership Grant (HOME), the <br />Emergency Shelter Grant (ESG), and the Housing Opportunities for Persons <br />with AIDS (HOPWA) Grant. Since Santa Ana is the most populous city in <br />the County, Housing Opportunities for Persons With AIDS (HOPWA) funds are <br />provided to the City for use throughout the County to address housing and <br />supportive services for persons with HIV/AIDS. The City also receives a <br />separate allocation of HOME funds through the American Dream Down Payment <br />Initiative (ADDI) for first time homebuyer activities.
