CITY OF SANTA ANA <br />2008-2009 ANNUAL ACTION PLAN <br />Moderate-Income area, which encompasses the majority of the City's residential <br />areas. Areas of the City outside of the Low- and Moderate-Income target areas will <br />benefit from activities that are limited-clientele in nature, i.e., a person/household <br />can benefit from a federally assisted program provided they meet the program's <br />eligibility criteria. Eligibility is typically established by household income and <br />household size. HOPWA-funded activities will be available on a countywide basis. <br />In July 2003, HUD notified the City of Santa Ana that it is exempt from the cap on <br />Low- and Moderate-Income levels currently applied to the CDBG and HOME <br />programs. Traditionally, HUD has capped the 80% income level to an amount lower <br />than the actual 80% of the area's median income. Utilization of the uncapped 80% <br />income level theoretically allows more households to qualify for CDBG and HOME <br />funded activities. The City of Santa Ana has chosen to utilize the uncapped 80% <br />income standard for both its limited clientele and area-wide activities.
