CITY OF SANTA ANA <br />2008-2009 ANNUAL ACTION PLAN <br />ANTI-POVERTY STRATEGY <br />The City has identified numerous factors it can influence to combat poverty. <br />Activities and services the City will implement during the 2008-2009 Program Year to <br />combat poverty include the following: <br />^ Affordable housing programs including rehabilitation, rental assistance, and <br />creation of new affordable housing units (via new construction or <br />acquisition/rehabilitation). <br />^ Homeless assistance including prevention activities, emergency shelter, <br />transitional housing, and access to permanent housing opportunities. Support <br />services will be blended with these activities. <br />^ Public safety to prevent criminals from victimizing the poor. <br />^ Public facility improvements to improve the overall infrastructure of the City, but <br />more specifically to eliminate public improvements/infrastructure that negatively <br />impact residential neighborhoods. <br />^ Job training, job-search skills and job placement to provide those living in poverty <br />with new employment opportunities that pay higher wages. <br />^ Health care/education to assist persons living in poverty to improve their overall <br />personal and family health. <br />^ Youth recreation and diversion services which provide youth living in poverty with <br />alternatives to gang and crime activities. <br />^ The Housing Authority will continue to implement the Family Self-Sufficiency <br />(FSS) program, which will provide rental assistance, life skills training and <br />referrals to employment training for program participants. <br />DEVELOPMENT OF INSTITUTIONAL STRUCTURES <br />As outlined in the Consolidated Plan, the City of Santa Ana will implement actions to <br />develop institutional structures and enhance coordination between public and private <br />housing and social service agencies, and foster assisted housing improvements and <br />resident initiatives. <br />air s~oa 30 <br />19E-42 <br />
