CITY OF SANTA ANA <br />2008-2009 ANNUAL ACTION PLAN <br />purchased the land several years ago with CDBG Section 108 Loan proceeds for the <br />widening of Bristol Street. As a result of this public investment any subsequent use <br />of surplus land resulting from the street widening had to be CDBG-program <br />compliant. The City is presently working with the College District to finalize its plan <br />to ensure incubator business provide employment opportunities to qualified Santa <br />Ana residents. <br />Measure Outcomes <br />The City has implemented HUD's results oriented management and accountability <br />system for HUD-funded activity. This system is an effort to measure outcomes of <br />HUD-funded programs as well as measure outputs. The City of Santa Ana <br />implemented this system during the 2005-2006 Program Year based on information <br />provided by HUD, and subsequently revised these efforts as dictated by HUD's final <br />regulations. Presently all HUD-funded activities are linked to outcome <br />measurements that were developed by City staff and incorporated into the City's <br />2005-2009 Consolidated Plan. Furthermore, grant applications, grant agreements <br />and quarterly accomplishment reports have been revised to include HUD-required <br />outcome data to facilitate accurate reporting in IDIS. This information has been <br />utilized to complete data found in Attachment 1 <br />VIII. PROGRAM SPECIFIC REQUIREMENTS <br />HUD requires that the City discuss how certain program specific requirements will be <br />addressed during the program year. Actions to address these program specific <br />requirements are outlined below. <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />The City of Santa Ana will expend CDBG funds on eligible activities to address <br />priority housing and community needs.
