CITY OF SANTA ANA <br />2008-2009 ANNUAL ACTION PLAN <br />Certifications -HUD requires the City to submit various certifications related to the <br />implementation of federal grant programs. These are standard certifications <br />provided by HUD. <br />In recent years HUD has implemented several revisions to Consolidated Plan/Action <br />Plan regulations. To comply with these requirements, the City will be updating its <br />inventory of homeless housing to identify the beds that are available for HUD- <br />defined chronically homeless. Additionally, the City's Planning and Building Agency, <br />Community Preservation Division will maintain an inventory of abandoned and <br />vacant properties. An additional HUD requirement is implementation of an <br />outcomes measurement management system. The City of Santa Ana took <br />extensive measures to incorporate such a system in its 2005-2009 Consolidated <br />Plan and to implement the system during the past three years. The City's outcome <br />measurement system was devised to mirror HUD's outcome measurement system <br />as best as possible. The City has incorporated outcome measurement requirements <br />with all subgrantees and grantee-funded activities, and has utilized HUD's <br />Consolidated Plan Management Program (CPMP) tool for preparation of the 2008- <br />2009 Action Plan. <br />An additional requirement is the inclusion of an executive summary that not only <br />summarizes how the City will utilize HUD funds for 2008-2009, but also reviews prior <br />year accomplishments. As part of the Consolidated Plan, HUD and the City have <br />developed several tables that can be utilized to track and report accomplishments <br />(see the table below and Attachment 1). At the completion of the 2007-2008 <br />Program Year, these tables will be updated. Similarly, at the end of subsequent <br />program years annual accomplishments will be added. <br />5 4/16/08 <br />19E-9 <br />
