REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />MAY 5, 2008 <br />TITLE: <br />CONTRACT AWARD FOR SECURITY <br />BOLLARDS <br />(BID SPEC. 08-037) <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 151 Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />,. _ _. ~ <br />i <br />~~ ~ -- <br />CI Y MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to RSA Protective Technologies, LLC to provide, deliver, <br />and install security bollards in an amount not to exceed $200,000. <br />DISCUSSION <br />On November 5, 2007, the City Council accepted an $11.07 million Urban <br />Area Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br />The Santa Ana Police Department evaluated security measures relating to <br />protecting the Police Administration facility from terrorist threat and <br />determined that installing security bollards in front of the Santa Ana <br />Police Department building is the best solution to increase standoff <br />distance, mitigating the damage from a vehicle-borne explosive device. <br />The required security bollards are shallow mounted, Department of State <br />(DOS) K4-rated, and designed for an urban setting installation. RSA <br />Protective Technologies, LLC is the only supplier who can provide an off- <br />site engineered shallow mounted bollard system that is DOS crash tested and <br />certified for a minimum of three (3} years upon installation and <br />acceptance. In order to enhance protection and mitigation capabilities of <br />the Santa Ana Police Department building in the event of an act of <br />terrorism, staff recommends Council approval of the recommended action. <br />22J-1 <br />
