Description of Project: <br />The proposed project consists of the construction of two new retail buildings within an existing retail center. <br />The first building will be a one-story, 6,146 square foot structure that will be located immediately west of <br />the existing retail building. The second building will be approximately 4,200 square feet in size and will <br />be located at the corner of MacArthur Boulevard and Plaza Drive. This building is planned for restaurant <br />and similar food related uses and will incorporate an outdoor dining amenity into its design. The existing <br />retail building will also be remodeled to match the architectural design of the two new buildings. A <br />contemporary design theme has been proposed by the developer, with elements such as stacked stone <br />veneer, metal awnings and standing seam metal roofing to be utilized throughout the project. Site <br />improvements include decorative paving at the vehicle driveways and pedestrian pathways, restriping <br />and reslurrying of the parking lot, and the replacement of missing plant materials and the installation of <br />new landscape planters. The project will provide 160 parking spaces and meet the landscape standards for <br />the zone. As the project currently has residential general plan and zoning designations, a general plan <br />amendment and zone change to commercial is proposed. Additionally, a variance to allow a reduction in <br />the front yard setback is requested. <br />X. Surrounding Land Uses and Setting: <br />The project site is a partially developed, rectangular shaped parcel located on the northeast corner of <br />MacArthur Boulevard and Plaza Drive. Vehicular access to the site is from both MacArthur Boulevard <br />and Plaza Drive, with MacArthur Boulevard listed as major arterial streets in the Circulation Element of <br />the City's General Plan. The surrounding land uses include residential to the north and west, and <br />commercial to the south and east. <br />XI.
