The vacant west section of the site was formerly <br />occupied by a full service car wash that operated from 1978 until it was <br />demolished in November 2006. <br />The site has a General Plan land use designation of Medium Density <br />Residential (MR-15) and is located within the Two-Family Residential (R-2) <br />zoning district. The property is surrounded by multi-family residential <br />uses to the north and west, commercial and multi-family residential to the <br />south, and office and commercial to the east (Exhibits 1, 2 and 3). <br />Project Description <br />The project involves the construction of two new retail buildings within <br />an existing retail center. The first building will be a one-story, <br />6,146 square foot structure that will be located immediately west of the <br />existing retail building. The second building will be approximately <br />4,200 square feet in size and will be located at the corner of MacArthur <br />Boulevard and Plaza Drive. This building is planned for restaurant and <br />similar food related uses and will incorporate an outdoor dining amenity <br />into its design (Exhibits 4 and 5). <br />The existing retail building will also be remodeled to match the <br />architectural design of the two new buildings. A contemporary design <br />theme has been proposed by the developer, with elements such as stacked <br />stone veneer, metal awnings and standing seam metal roofing to be <br />utilized throughout the project (Exhibit 6). <br />Site improvements are proposed on the site that includes decorative <br />paving at the vehicle driveways and pedestrian pathways, restriping and <br />reslurrying of the parking lot, and the replacement of missing plant <br />materials and the installation of new landscape planters (Exhibit 7). <br />Analysis of the Issues <br />The retail center has been at this location since 1978. Additionally, the <br />site contained the Beacon Bay Car Wash, which operated on the west side of <br />the site until it was demolished in late 2006. The applicant is proposing <br />to construct two retail buildings on the vacant site that are intended to <br />attract community oriented retail uses. <br />75B-3 <br />
