Adopt a resolution authorizing the City Manager and the Chief of Police <br />to execute a grant award agreement with the State of California, Office <br />of Homeland Security (OHS) for the FY 2007 Public Safety Interoperable <br />Communications (PSIC) funding program in the amount of $12,748,170. <br />2. Direct the City Attorney to prepare and authorize the Chief of Police <br />and the Clerk of the Council to enter into reimbursement agreements for <br />equipment, services, or training with the County of Orange or any <br />county or city designated by OHS to receive PSIC funding through the <br />Santa Ana Urban Area. <br />3. Approve an Appropriation Adjustment recognizing the FY 2007 Public <br />Safety Interoperable Communications Grant in the amount of $12,748,170 <br />in revenue account (no. 125-01-5350-8} and appropriate same in the FY <br />2007 Public Safety Interoperable Communications Grant expenditure <br />accounts (nos. 125-339-various and 125-018-6933). <br />DISCUSSION <br />The United States Department of Homeland Security, in conjunction with the <br />National Telecommunications and Information Administration has developed <br />the Public Safety Interoperable Communications (PSIC) funding program. PSIC <br />provides funds to assist public safety agencies in the acquisition of, <br />deployment of, or training for the use of Interoperable communications <br />systems that utilize reallocated public safety spectrum for radio <br />communications. <br />The Governor's Office of Homeland Security (OHS) has identified the Santa <br />Ana Urban Area to receive an allocation of $12,748,170 in FY 2007 PSIC <br />grant funds. Of this amount, $6,189,010 will be allocated to the County of <br />Orange while the remainder will be allocated in pre-determined amounts to <br />the counties of Inyo, Mono, Riverside, San Bernardino, San Luis Obispo, <br />Santa Barbara, Ventura and also the City of Ventura. <br />21 A-1 <br />
