EXHIBIT B <br />Johnson-Frank & Associates, Inc. <br />On-Call Aerial Mapping & Surveying Services <br />City of Santa Ana <br />WORK PLAN <br />The technical approach follows our production work flow, and is intended to give the reader <br />a sound understanding of the process we will follow to produce the desired deliverables. <br />While we will outline our approach to producing all of the deliverables asked for in the RFP, <br />it is understood that the City ultimately may not need all of the products and services <br />discussed. <br />Ground Control Surveys <br />This task involves setting the necessary ground control needed to support photogrammetric <br />mapping and aerial imaging operations. <br />• Johnson-Frank & Associates, Inc. will coordinate closely with the City to ensure full <br />understanding of the control requirements, and successful execution of the ground <br />control survey. <br />• Analysis of the City/County's available control will be performed in preparation for a <br />survey. We propose setting as many targets as possible coincident with points in the <br />existing control network. Research will be performed in preparation for any special <br />centerline determination, right-of-way determination and legal description <br />requirements associated with a project. <br />• A flight and control planning map will be submitted to the City for each project. <br />Formal approval will be obtained from the City prior to mobilizing any field or <br />airborne assets. <br />• Field crews will be mobilized to the project site. Static GPS sessions will be <br />performed using Trimble 4000 and/or 5700 GPS receivers to obtain precise position <br />and elevation information for each target location. Targets will be painted in <br />preparation for the photo flight. <br />• All survey data will be reduced and checked using Star*Net software. Control point <br />positions will be output in the coordinate, datum and unit systems desired by the City. <br />A survey report will be provided to the City Surveyor; together with a Microstation <br />file and hardcopy plot of the survey. <br />Aerial Photography <br />This task involves acquisition of imagery for the project. <br />• Upon receiving notification that all aerial targets have been set, Johnson-Frank will <br />mobilize a camera aircraft to the project site. Stereoscopic aerial photography (color <br />or BiW, as desired by the City) will be acquired using a Leica RC-30 or Zeiss RMK-
