Environmental Checklist <br />For CEQA Compliance <br />D. Less-Than-Significant Impact. The proposed SEZ does not propose any specific <br />development projects or public improvements related to increase in light or glare. There is a <br />potential that new development could occur as an indirect result of the SEZ business <br />incentives, which could include exterior lighting and parking lots. Any potentially indirect <br />impacts regarding light and glare would be evaluated on a case-by-case basis in accordance <br />with CEQA during the City's development and review process. Therefore, impacts related to <br />light and glare are considered less than significant. <br />II. Agricultural Resources <br />A. No Impact. According to the Land Use Element of the Santa Ana General Plan, the city is <br />designated primarily as Residential, Urban, Industrial, and Commercial (City of Santa Ana <br />1998:LUE-6). Although the city is mostly urbanized, there are prime farmlands, unique <br />farmlands, and farmlands of statewide importance within the city limits (California Department <br />of Conservation, Farmland Mapping and Monitoring Program 2006). These farmlands, <br />however, are not located in the proposed SEZ area. Therefore, no important farmland would <br />be converted as a result of the proposed project. No impact would occur. <br />B. No Impact. The wlliamson Act Contract applies to parcels consisting of at least 20 acres of <br />prime farmland or at least 40 acres of land not designated as prime farmland. The California <br />Department of Conservation indicates that there are no Williamson Act Contract or <br />Preservation lands on or near the project site (California Department of Conservation, <br />Division of Land Resource Protection, wlliamson Act Program 2006). Therefore, no <br />wlliamson Contract lands would be removed as part of the proposed project and the <br />proposed project would not conflict with existing agricultural zoning. No impact would occur. <br />C. No Impact. The proposed project would not disrupt or damage the operation or productivity <br />of any areas designated as farmland. As discussed above, no farmland is located within the <br />project site or within the surrounding areas that would be affected by any elements of the <br />proposed project. No impact would occur. <br />III. Air Quality <br />A. No Impact. The proposed SEZ is located within the South Coast Air Basin (Basin). The <br />South Coast Air Quality Management District (SCAQMD) is required, pursuant to the federal <br />Clean Air Act, to reduce emissions of criteria pollutants for which the Basin is in <br />nonattainment (i.e., 03, PM,o, and PM25). The proposed SEZ would not result in any specific <br />construction project, land acquisition project, or other development activities. Any individual <br />projects that may occur as an indirect result of SEZ business incentives would be subject to <br />the SCAQMD's Air Quality Management Plan (AQMP). The AQMP contains a <br />comprehensive list of pollution control strategies directed at reducing emissions and <br />achieving ambient air quality standards (SCAQMD 2003). These strategies are developed, in <br />part, based on regional population, housing, and employment projection prepared by the <br />Southern California Association of Governments (SCAG). <br />SCAG is the regional planning agency for Los Angeles, Orange, Ventura, Riverside, San <br />Bernardino, and Imperial Counties, and addresses regional issues relating to transportation, <br />the economy, community development, and the environment.
