REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 2, 2008 <br />TITLE: <br />APPROPRIATION ADJUSTMENT - WORKFORCE <br />INVESTMENT ACT ADDITIONAL FUNDS <br />lam" <br />C TY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1" Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an appropriation adjustment recognizing additional revenues from <br />the State of California in the amount of $77,500 to participate in a <br />National Emergency Grant and $110,895 from the 15% Governor's <br />Discretionary funds to serve Dislocated Workers from the mortgage, <br />banking and construction industries and appropriate same into the <br />National Emergency Grant and 15o Governor's Discretionary Grant <br />expenditure accounts. <br />DISCUSSION <br />The State of California applied for and was awarded a National Emergency <br />Grant (NEG) from the federal Department of Labor to provide assistance to <br />workers affected by the mortgage and banking layoffs. The State awarded <br />portions of the NEG grant to twelve Local Workforce Investment Areas, one <br />of which is the Santa Ana W/0/R/K Center through the City of Santa Ana. <br />The $77,500 NEG funds that the City will receive will assist thirteen <br />participants in upgrading their job skills, resume writing, interview <br />skills, and job search. A portion of the NEG grant has also been <br />designated for vocational training as well as supportive services. <br />The State has also awarded $2.5 million in grants to Los Angeles County, <br />Orange County and the Inland Empire. These three metropolitan areas have <br />suffered job losses in the State's most distressed industry sectors <br />including construction, financial services and manufacturing. Santa Ana <br />will receive $110,895 to supplement the Dislocated Worker funds which <br />will be used to provide additional education, training and job placement <br />assistance for those participants affected by the economic downturn in <br />these industry sectors. <br />20A-1 <br />
