NO. 08-038) <br />CI MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15' Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Off Broadway Printing, Inc. for the printing and <br />mailing of the 2007 annual water quality report in an annual amount not to <br />exceed $38,000. <br />DISCUSSION <br />The Public Works Agency's Water Resources Division oversees the supply of <br />fresh water to the city covering 450 miles of pipeline and 21 groundwater <br />production wells. In compliance with the Title 22 of the California Code <br />of Regulations, the City is required to mail an annual Water Quality Report <br />to all water customers. The report covers statistical information, <br />statements on where our drinking water comes from, as well as helpful tips <br />on conserving water. This year, Public Works has developed a 12-month wall <br />calendar for the 2007 Water Quality Report to serve as a continual reminder <br />promoting water conservation, rebates, composting, fall planting, adopt-a- <br />park events, holiday and other recycling programs, Earth Day, graffiti <br />removal programs, and water education programs. <br />The notice inviting proposals was advertised on April 23, 2008. The <br />sophisticated printing requirements, including an aggressive time schedule, <br />coupled with the need to provide mailing services precluded many print <br />vendors from responding to the request. <br />Proposals were received, opened on May 12, 2008, and each proposal was <br />evaluated independently. Criteria for evaluation included seven specific <br />items, including: clarity and detail of submitted proposal, review of print <br />quality guarantee and mailing process compliance, cost and quality of <br />samples including calendars and references.
