REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 2, 2008 <br />TITLE: <br />WORKFORCE INVESTMENT ACT <br />TITLE I SUBGRANT FOR PY 2008-09 <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1u Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the City Manager to execute the attached <br />subgrant agreement and all other necessary documents for the Workforce <br />Investment Act Title I subgrant with the State of California. <br />DISCUSSION <br />The Workforce Investment Act (WIA) of 1998 provides funds to Local <br />Workforce Investment Areas (LWIA) to operate job-training programs for <br />adults, dislocated workers and youth who meet specific criteria as <br />outlined in the Act. The City of Santa Ana was designated as a LWIA and <br />administrative entity on January 28, 2000, by the State Workforce <br />Investment Board. Santa Ana has received WIA funds to operate job- <br />training programs since July 1, 2000. <br />A new subgrant is required at the beginning of each program year in order <br />to receive the new WIA funds as they are allocated by the State . Upon <br />submission of this subgrant agreement, the City will be eligible to <br />receive $1,338,849 in WIA Youth funds for program year 2008-09. The City <br />will also be eligible to receive additional funds for the Adult and <br />Dislocated Worker programs during the year by a unilateral modification <br />from the State of California. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Il~ <br />Nancy T.
