Lastly, the Commission strongly believes that in order for any of its work to be <br />truly meaningful, the following principles must be adopted and engrained in all the <br />thinking and practices of the Commission and its partners: <br />• The youth gang problem is a public health issue that must be viewed and <br />addressed systemically and strategically, rather than piece-meal and in short <br />isolated efforts. <br />• This systematic approach must include a firm and enduring commitment from <br />the City Council and other government and non-profit agencies as well as the <br />private sector at all levels. <br />• Resources, programs and initiatives must be carefully coordinated to ensure <br />there is no duplication of efforts. <br />• Initiatives must be sustainable. <br />• The community must be the central point upon which all the solutions are <br />based, and it must be a full partner at the table. <br />The Commission understands how difficult its work will be going forward, and <br />how the youth gang problem cannot be solved easily nor in the short term.
