City of Santa Ana <br />Chapter 1. Introduction and Overview <br />(California Code of Regulations Section 15000, et seq.). Where appropriate and <br />supportive to an understanding of the issues, reference will be made either to the <br />statute, the State CEQA Guidelines, or appropriate case law. <br />This IS, as required by CEQA, contains 1) a project description; 2) a description <br />of the environmental setting, potential environmental impacts, mitigation <br />measures for any significant effects, and consistency with plans and policies; and <br />3) names of prepazers. <br />Scope of the IS <br />This IS evaluates the proposed project's effects on the following resource topics: <br />^ aesthetics, <br />^ agricultural resources, <br />^ air quality, <br />^ biological resources, <br />^ cultural resources, <br />^ geology and soils, <br />^ hazards and hazardous materials, <br />^ hydrology and water quality, <br />^ land use and planning, <br />^ mineral resources, <br />^ noise, <br />^ population and housing, <br />^ public services, <br />^ recreation, <br />^ tra.nsportation/traffic, <br />^ utilities and service systems, and <br />^ mandatory findings of significance. <br />Impact Terminology <br />The following terminology is used to describe the level of significance of <br />impacts: <br />^ A finding of no impact is appropriate if the analysis concludes that the <br />project would not affect the particulaz topic azea in any way. <br />Santa Ana State Enterprise Zone <br />Initial Study November 2007 <br />1-2 <br />J&S 00814.07 <br />19E-9 <br />
