<br />KEY PERSONNEL
<br />Kelly's Bachelor's degree in Biological Science was received from California State University, Fullerton. She is certified
<br />n "Determining Federal Wetlands Jurisdiction" and Geographic Information Systems (GIS); holds a Federal 10(a)(1)(A)
<br />permit for Coastal California gnatcatcher, El Segundo Blue Butterfly, Quino Checkerspot Butterfly; and a Scientific
<br />ollecting Permit from the California Department of Fish and Game.
<br />;colt Holbrook is a Project Biologist with 16 years of experience in natural resources including biological surveys and
<br />lapping, impact assessments, and mitigation planning, habitat restoration design and implementation, and regulatory
<br />ermit compliance. He has developed habitat restoration plans and directed all facets of implementation including site
<br />reparations, planting, and maintenance activities for a wide variety of upland, riparian, and wetland mitigation
<br />rojects. His expertise includes technical documentation for CEQA/NEPA report analyses and application preparation
<br />nd processing for State and Federal permits. Scott is thoroughly familiar with Federal and State regulatory programs
<br />nd policies pertaining to natural resources, including waters, wetlands, and endangered plants and animals.
<br />;ott possesses a Bachelor's degree in Applied Ecology from the University of California at Irvine. He is certified in
<br />ethods of Habitat Restoration and Land Use and Planning.

<br />Michael Dice, MA, RPA, Senior Archaeological Scientist, has more than 30 years experience performing record
<br />searches, archaeological surveys, archaeological site testing (Phase II), and data collection (Phase III) on private and
<br />public lands in the Southwestern United States. A senior archaeologist, he has authored or co-authored more than 150
<br />Cultural Resources Inventory Reports required for CEQA and/or NEPA level documents including several manuscripts
<br />for the National Park Service.
<br />Michael's Master's and Bachelor's degrees in Anthropology were earned at Arizona State University, Tempe, and
<br />Washington State University, Pullman, respectively. He is a Member of the California Historical Society, a Registered
<br />Professional Archaeologist (RPA), and a Member of the National Trust for Historic Preservation.
<br />Wayne Bonner, MA, Senior Archaeological Scientist, has conducted numerous evaluations of archaeological sites for
<br />eligibility in to the National Register of Historic Places and is well versed in impact assessments and development of
<br />mitigation measures. He possesses over 30 years of experience in cultural resources management supervising and
<br />participating in all aspects of archaeological fieldwork including survey, test excavation, data recovery, faunal analysis
<br />and construction monitoring, as well as Sections 106 and 10 of NHPA, NEPA and CEQA. Wayne has documented and
<br />mapped hundreds of archaeological sites, both prehistoric and historic, and has analyzed thousands of prehistoric and
<br />historic artifacts. He has authored and contributed to a variety of environmental compliance documents including
<br />Environmental Assessments, Environmental Impact Studies, and Environmental Impact Reports.
<br />Wayne earned his Master's degree from California State University, Long Beach, and his Bachelor's degree from
<br />California State College, Long Beach. He has a Certificate in Archaeology from the University of California, Los Angeles,
<br />and a Lifetime Teaching Credential, State of California.

<br />Kara Palm, MPA, has been working in the field of environmental policy, preparing environmental documentation and
<br />performing planning studies in California since 1996. She worked as a Brownfield Grant Assistant for the
<br />Environmental Protection Agency before relocating to the state of California and her work as a graduate student at
<br />Montana State University was dedicated to studying brownfield redevelopment in regard to environmental justice
<br />concerns and the correlating effects upon the urban infrastructure physically, socially, and economically. As such, she
<br />created an evaluation of the brownfield redevelopment process in its success in eliminating environmental injustices by
<br />utilizing the constructivist paradigm. Since joining Michael Brandman Associates, she has participated in the
<br />management of numerous EIRs for large-scale mixed-'t se and commercial developments, large research parks, hillside
<br />developments, landfills, and other infrastructure -type facilities, as well as brownfield redevelopment projects.
