Environmental Services Qualifications <br />KEY PERSONNEL <br />Ms. Palm holds a Master's degree in Public Administration with an emphasis in Natural Resource Management from <br />Montana State University and a Bachelor's degree in Sociology from Michigan State University. <br />GIS and Technical Programming Staff <br />Michael Schindler has over seven years experience in planning and CEQA applications assisting in the draft <br />preparation, research and analysis of numerous CEQA documents. He is highly skilled in spatial modeling and analysis <br />utilizing Geographic Information Systems technology, map generation and illustration, and database management and <br />expert in the management of Windows 2000, NT, and XP platforms, as well as in programming with Visual Basic and <br />HTML. <br />Michael holds a Bachelor's degree from the University of Redlands and Certificates in both Urban Planning and Graphic <br />Information Systems from California State University at San Bernardino. <br />Michael Serrano is an experienced GIS Technician that has worked with information systems, GIS, Computer -Aided <br />Drafting and Design and Database programming in various languages since 1995. His primary focus has been the <br />creation of various mapping standards in daily production. Michael has experience with vegetation mapping, <br />delineation of waters of the US and waters of the State, Critical Habitat mapping, project specific environmental <br />impacts and spatial analysis. Michael also has experience with FEMA Federal Insurance Rate Maps, mapping of cultural <br />resources, GPS collection and analysis and geo-spatial and tabular data creation. He is responsible for maintaining all <br />company -wide GIS databases including California sensitive species and critical habitat. Michael is highly skilled in <br />problem solving, graphic arts and Computer -Aided Drafting and Design. <br />Michael earned an Associates Degree in Computer -Aided Drafting and Design from ITT Technical Institute. <br />Historical Resources <br />Galvin Preservation Associates Inc. is a California Corporation and a Certified woman -owned small business that <br />specializes in historic preservation planning issues, including —but not limited to —historic resource inventories and <br />surveys, architectural history and history, developing historic contexts, conducting studies necessary for compliance <br />with State and federal cultural resource laws such as Section 106 of the NEPA and CEQA, National Register <br />nominations, mitigation on historical resources like Historic American Building Survey/Historic American Engineering <br />Record, assisting city planning departments with local landmarks designation, Certified Local Government Applications <br />and historic preservation ordinances, among other services. GPA is a well -respected firm because of its consistent <br />quality reports and surveys and the dedicated and motivated staff who are highly trained in the fields of historic <br />preservation, architectural history, and history. The firm currently consists of five energetic and friendly professionals <br />who provide both quality and efficiency to their clients. <br />Andrea Galvin, President/Principal Architectural Historian of Galvin Preservation Associates Inc. will lead all historical <br />resources efforts. She has been involved in research and documentation of historic districts, sites, buildings and <br />structures, since 1995. Her assignments include conducting architectural surveys, and historical research and <br />evaluations in all regions of California. Past experience includes three years working for the California Department of <br />Parks and Recreation working on historic buildings and structures, five years with the California Department of <br />Transportation as an Associate Architectural Historian and a two years tenure at the California Office of Historic <br />Preservation reviewing architectural surveys for compliance with Section 106 of the National Historic Preservation Act <br />and the Secretary of the Interior's Standards for the Treatment of Historic Properties. She has prepared Historic <br />Structures Reports, HABS/HAER architectural and photographic documentation, Section 106 Compliance, CEQA <br />Compliance Reports, Condition Assessments for Historic Properties, Determination of Eligibilities for the National <br />Register, and development of compliance documents and protective historical covenants for historic properties. <br />Andrea holds a Masters degree in Historic Preservatign from the, University of Pennsylvania, a Certificate, Preservation <br />Planning, Istanbul Technical University, Turkey, and a Bachelor's degree in Environmental Design from the University of <br />California at Davis with an Emphasis in the History of Architecture, Design, and Interiors. <br />16 <br />
