Approach to Scope of Work <br />ADVANTEC's approach to Transportation Planning projects is developed based on our extensive <br />experience in providing similar services for cities. Key features of our approach are: <br />Based on City Needs - All work will be tailored to suit the City of Santa Ana's specific needs. This <br />applies to projects performed in accordance with adopted City standards, policies and guidelines, etc. <br />Responsiveness — ADVANTEC's staff will work as an extension of City's staff and provide responsive <br />services to meet the city's needs. <br />Comprehensive Services - ADVANTEC will provide complete "one -stop' services to the City. This will <br />ensure that the City will get the desired results from each project. <br />Quality Assurance — Before any product is provided by to the client for review, the product is submitted <br />to a series of internal peer reviews, then reviewed by a senior planner and the project manager, and <br />finally by the principal -in- charge. These extensive reviews ensure that only quality products are provided <br />to our clients. <br />The following section illustrates our approach and methodology for providing Transportation & Traffic <br />Planning Services. <br />7.1 Traffic Planning Study Tasks <br />Tasks described in this section are examples of the tasks that are often performed for traffic planning <br />study services. Actual task activities would be tailored to the specific needs of the City of Santa Ana and <br />to the requirements of the particular project. <br />One of the most common tasks often required is to perform traffic impact studies as requested by the <br />City, and /or review traffic impact studies submitted by developers for City's review. Typically, the types <br />of traffic impact studies that ADVANTEC can prepare and /or review include: <br />• Traffic impact studies of various types of developments, e.g. residential, commercial, etc.; <br />• Parking studies for developments, shopping malls, residential neighborhood, school zones, etc.; <br />• School area circulation studies; <br />• Speed survey studies; <br />• Traffic signal warrants; <br />• Traffic safety studies; <br />• Traffic operational analysis of driveways, intersections, streets, etc.; <br />• Studies for prohibition of turning movements at driveways, intersections, etc.; <br />• Residential neighborhood speed and safety treatment studies; <br />• Operational studies of arterial traffic signal operations; and <br />• Studies that address traffic issues raised by residents. <br />7.2 Traffic Impact Study Methodology <br />At the beginning of the project, ADVANTEC will meet with City staff to establish a mutually agreeable scope <br />of work for the traffic study. A tentative schedule for reviewing and processing the traffic study will be <br />developed. The initial meeting will include a discussion of the key issues along with the development scope <br />and boundaries of the study area together while providing the City with a detailed site plan. Agreements with <br />City staff will be established for the following specific areas of the study: <br />1. Defining the general study area boundaries. <br />2. Access. <br />3. Approved developments in the vicinity of the project for cumulative analysis. <br />4. When warranted, Approved General Plan (build -out) traffic volumes. <br />5.
