Proposal to Provide <br />Environmental (CEQAINEPA) Consulting Services <br />Project task scheduling is important and is monitored by all project managers. <br />Rincon prides itself on the breadth of expertise possessed in-house. For City of Santa Ana CEQA and <br />NEPA documents, we will use our principal planners, hazardous materials experts (REAs), geologists, <br />biologists, and environmental scientists, along with subconsultant experts in transportation and <br />cultural resources. Rincon has worked with each of our proposed subconsultant firms successfully in <br />the past, and all are familiar with Santa Ana requirements. Specifically, Rincon has been involved in <br />an open services contract to support the Santa Ana Redevelopment Agency with contamination <br />assessment and remediation related issues. This local familiarity will help to ensure that the Santa Ana <br />community and its decision -makers will receive high quality, responsive assistance. <br />3.2 QUALITY CONTROL and BUDGET MANAGEMENT. Rincon principals and senior staff <br />involved in this project have served as technical experts in the planning and environmental industry <br />and have been so recognized through professional awards. Our reputation stems from the ongoing <br />quality control procedures we have established as part of our practice. We participate in ongoing <br />training and practice peer review of our project work. Regular internal consultant team meetings will <br />be held to review major phases of the project. <br />We practice the following techniques to ensure quality and responsiveness: <br />• Direct and open communication with the City's Project Manager and staff to facilitate mutual <br />understanding of assumptions and decisions made <br />• An interactive planning process with ample opportunity for product review and approval by the City <br />• Use of concise summaries and clear presentation of analysis results for decision -makers <br />• Use of graphics and comparison tables, highlighting critical points <br />3.3 CITY ROLE IN THE ENVIRONMENTAL REVIEW PROCESS. Rincon will take the lead role in all <br />environmental review projects. Typically we would expect that the City's role would be limited to the <br />following: <br />• Providing guidance with respect to issues of concern and project objectives <br />• Review of draft work products <br />• Noticing and mailing of public review documents <br />• Coordination of public meetings/hearings <br />We emphasize that, if desired, Rincon can also perform noticing, mailing, and meeting management if <br />desired by the City. <br />4.0 TYPICAL ENVIRONMENTAL DOCUMENT COSTS <br />The costs to prepare EIRs, EISs, and other CEQA/NEPA environmental documents can vary widely, <br />depending upon the complexity of the proposal, level of technical analysis required, and the amount of <br />public controversy. All work under the on -call services agreement would be completed in accordance <br />with our standard fee schedule, a copy of which is attached, and in accordance with a work scope that <br />we would negotiate with the City prior to initiating the work. <br />It is not possible to predict with a high degree of accuracy the actual costs for an individual project. <br />For an EIR that includes analysis of all of the topics discussed in Section 2.0 of this proposal, the costs <br />City of Santa Ana <br />9 <br />
