<br />Mr. Herlihy has prepared written ISO 14001 environmental management system documents for manufacturing facilities.
<br />He has implemented programs for Publicly -Owned Treatment Works (POTW) discharge monitoring, air monitoring,
<br />recordkeeping and routine reporting. Mr. Herlihy prepared Business Emergency Plans, Hazardous Waste Contingency
<br />Plans, Chemical Hygiene Plans, Lockout Tagout Programs, Hazard Communication Programs, Hearing Conservation
<br />Programs, Injury Illness and Prevention Plans (IIPP), Medical Surveillance Programs, Respiratory Protection Programs,
<br />Hazardous Waste Source Reduction Plans, Tiered Permitting Programs, and Storm Water Pollution Prevention Plans
<br />(S WPPP). He has prepared required reports including: Biennial Hazardous Waste Reports, annual Toxic Chemical Release
<br />Inventory Reports, Pre -Manufacture Notices, and Annual Emissions Reports. He has provided Hazardous Waste
<br />Operations and Emergency Response (HAZWOPER), DOT Hazardous Waste Handlers, and OSHA safety training, and he
<br />has acted as regulatory affairs liaison for manufacturing facilities.
<br />Peter Liu, P.E.: Traffic/Transportation, Project Involvement: 40%
<br />The engineering support will be led by Mr. Peter Liu, P.E. of PacRim Engineering. Mr. Liu is an accomplished project
<br />manager with more than 24 years of experience in the field of civil engineering. During his professional career, he has led
<br />cross -functional teams to execute multi -disciplinary projects in infrastructure, transportation, public works, building
<br />facilities, and architecture for a wide range of government clients and private customers. He understands a civil
<br />engineering project from initial conception, programming, preliminary design and final engineering, to the eventual
<br />construction through various federal and local funding processes and environmental clearances. For the City of Santa Ana,
<br />Mr. Liu recently led the engineering design of several public works projects including: the Second Street Fountain Project,
<br />the Santa Ana Zoo Restroom Renovation, the Eddie West Stadium Improvements, and the Civic Center Pedestrian Bridge
<br />Rehabilitation. He has demonstrated to the City his ability to work with City staff, understands City standards and
<br />procedures, and executes City projects on -time and within budget.
<br />Roy Kim is a Principal at PacRim Engineering. He will assist in conducting public outreach efforts and program pursuits.
<br />Mr. Kim has developed a broad understanding of governmental agencies in California. A community services veteran of
<br />over 13 years in Orange County, he served as an officer at the Assistant Vice Chancellor's office at the University of
<br />California, Irvine, funding, organizing and directing a broad range of educational, social and community programs with
<br />numerous governmental and private entities. He is experienced in the full spectrum of community services including
<br />strategic planning, program budgeting, organization, direction and operation of various programs, implementation of
<br />facility improvements, human resources development, and external communications.
<br />Mr. William Hsueh, P.E., is a Project Manager at PacRim, with over 10 years of experience in civil engineering. He will
<br />be responsible for Hydrology, Water Quality and Utility Studies. He has been involved in the project management and
<br />design of major residential communities in Orange, Riverside and San Bernardino Counties in recent years. Mr. Hsueh's
<br />main designs include rough and precise grading, street improvements, sewer and water plans, retaining wall plans, master
<br />site plans, and tentative maps. Mr. Hsueh performed the hydraulic studies, utility coordination, and the processing of
<br />regulatory permits from the Army Corps of Engineers, the State Regional Water Quality Control Board, and the California
<br />Department of Fish and Game for the Riverside Drive Bridge Over the Los Angeles River project.
<br />Mr. Fong -Ping Lee, Ph.D., P.E., T.E. established FPL and Associates, Inc. (FPL) in 1988. He has led the firm to provide
<br />traffic and civil engineering for various development, public works, freeway, and municipal transportation projects. FPL
<br />performed a traffic analysis as part of the CEQA/NEPA document to address the benefits of widening the First Street Over
<br />the Los Angeles River Viaduct to mitigate the proposed Eastside LRT project. He presented the VISSIM simulation model
<br />to show the light rail operation on signalized streets with or without bridge widening. FPL also completed a large collection
<br />of traffic data of ADT and intersection turn movements of the airport circulation to facilitate the Ontario Airport security
<br />analysis. FPL performed traffic analysis (HCS method) to evaluate the Level of Service for various geometric scenarios for
<br />the SANBAG I-IO/Cherry Interchange Improvement PSR/PR, and for the Riverside County Newport Road and Scott Road
<br />Improvement PSR. FPL prepared a Traffic Management Plan (TMP) for the OCTA I-405/SR-73 interchange improvement
