<br />~~fA <br /> <br />Responses to <br />Environmental Checklist <br />For CEQA Compliance <br /> <br />The following is an analysis of potential environmental impacts associated with the proposed project based <br />upon the City of Santa Ana Environmental Checklist. The analysis incorporates by reference information <br />from the environmental impact report for the Santa Ana General Plan Land Use Element (EIR No. 97-1). <br /> <br />REQUEST <br /> <br />The proposed project is a request to amend the City of Santa Ana Municipal Code to establish an <br />ordinance to define and regulate massage establishments and massage technician permits citywide. <br /> <br />PROJECT DESCRIPTION <br /> <br />The proposed amendment to the Municipal Code would establish new definitions and regulations for the <br />operation of massage establishments and massage technician permits. These new regulations would <br />establish location criteria as well as development and operational standards for this new use. <br /> <br />RESPONSES TO ENVIRONMENTAL CHECKLIST <br /> <br />The following is an analysis of potential environmental impacts associated with the proposed amendment <br />to the Municipal Code to establish an ordinance to regulate massage establishment uses. The analysis is <br />based upon the City of Santa Ana Environmental Check List. The analysis focuses on impacts associated <br />with approval of the proposed amendment to the municipal code. <br /> <br />I. AESTHETICS <br /> <br />A. Have a substantial adverse effect on a scenic vista? <br />B. Damage scenic resources, including but not limited to trees, rock outpourings and historic <br />buildings within a State highway? <br /> <br />No Impact <br /> <br />Approval of the proposed amendment to the Municipal Code to establish an ordinance for the regulation of <br />indoor sporting facilities would not result in adverse impacts to any scenic vista, or scenic resource, in that <br />future indoor recreation facilities implemented under the proposed ordinance would not be located in <br />areas that contain scenic vistas. Additionally, through the City's development review process, proposed <br />indoor sporting facilities implemented under the amended zoning ordinance would be evaluated for <br />potential aesthetic impacts. Where needed, mitigation measures would be required to minimize potential <br />aesthetic impacts. <br /> <br />C.
