Project Approach —Page 3-2 <br />Task 8.0 Project Management and <br />Coordination <br />P&D's Project Manager will serve as the main contact <br />with City staff on preparation of the IS/MND. The <br />Project Manager will also interface with City, applicant, <br />and all P&D subconsultants on the preparation of the <br />IS/MND. The Project Manager will be responsible for <br />scheduling, assignments, budget control and invoicing, <br />coordination and communication with the City, project <br />deliverables, preparation of status reports and other <br />related project management activities. <br />3.2 EIR Project Approach <br />The following is a typical project approach for an EIR <br />prepared for a public agency. <br />Task 1.0 Collect Data and Review <br />Technical Studies <br />This task will entail gathering existing documentation <br />on the development proposal. It is anticipated that <br />much of this material will be derived from existing <br />resources currently available from the City and P&D's <br />existing in-house library. <br />Memorandum will be prepared summarizing P&D's <br />review of the technical studies, such as air quality, <br />noise, Phase I site assessment, geotechnical and water <br />quality/hydrology. <br />Task 2.0 Prepare Notice of Preparation/ Initial <br />Study (NOP/IS) <br />P&D will prepare a NOP in compliance with CEQA <br />Guidelines using the City's standard form. The NOP will <br />include a project description and a brief discussion of <br />the impacts that may result from the project. In addition, <br />P&D will prepare an IS to identify potential project <br />impacts and to inform public agencies and the general <br />public as to the environmental parameters that will be <br />evaluated in detail in the EIR. All questions marked on <br />the IS Checklist will be explained in an attachment to <br />the IS. P&D will submit a Draft NOP/IS for review by <br />City staff and will make required revisions before <br />finalizing the NOP/IS. The NOP/IS will be sent to the <br />State Clearinghouse, all responsible and trustee <br />agencies, federal cooperating agencies and other <br />interested parties. The NOP/IS will be filed with the <br />County Clerk by P&D. An NOP/IS distribution list <br />provided by City staff will be used. Comments received <br />on the NOP/IS will be addressed in the EIR. <br />Task 3.0 Public Scoping Meeting <br />Although CEQA does not normally require scoping <br />meetings, we would highly recommend that the City <br />'consider holding a public scoping meeting to gain input <br />from residents to understand their concerns. P&D <br />recommends a scoping meeting be held during the <br />NOP/IS comment period. This allows residents to have <br />a chance to review the NOP/IS and then provide <br />comments or concerns. P&D will assist the City in <br />organizing the scoping meeting (public meeting notices, <br />agenda, and other scoping meeting -related materials). <br />Task 4.0 Screencheck DEIR <br />P&D will prepare a comprehensive and legally <br />adequate Screencheck DEIR that meets the <br />requirements of CEQA. The various analyses will be <br />compiled into a single coherent EIR and will be <br />carefully reviewed for content and consistency by <br />P&D's QA/QC Officer and the EIR Project Manager. <br />The Screencheck DEIR will contain the information <br />outlined in the following sections: <br />4.1 Executive Summary of Impacts and <br />Mitigation Measures <br />This section will contain a brief summary of the <br />proposed project and its consequences. The summary <br />will include significant effects, mitigation measures, <br />proposed alternatives and unavoidable adverse <br />impacts. <br />4.2 Introduction <br />This section will contain an overview of the CEQA <br />process, including the statutory requirements for <br />preparing an EIR and the City's role in processing the <br />EIR. It will also include a summary of the <br />comments/letters received during the NOP/IS 30-day <br />public review period and reasons for preparing an EIR. <br />4.3 Project Description <br />This section will contain the following information: <br />• Precise location and boundaries of the <br />proposed project will be shown on a detailed <br />map.
