Firm and Personnel Experience —Page 1-1 <br />1.1 Firm and Personnel Experience <br />1.1.1 Background of P&D <br />P&D has the distinct advantage of 30 years of <br />experience with almost every major regulation <br />governing our environment —including the <br />California Environmental Quality Act (CEQA), the <br />National Environmental Policy Act (NEPA), <br />Endangered Species Act (ESA), the Clean <br />Water Act (CWA), State Fish and Game Code, <br />the Comprehensive Environmental Response, <br />Compensation and Liability Act (CERCLA- <br />Superfund) and other laws. P&D believes the <br />best way we can contribute to the continued <br />welfare of our environment is by assisting clients <br />to develop cost effective, innovative and <br />technologically advanced solutions for a diverse <br />range of environmental challenges. <br />P&D's diverse and highly qualified staff of <br />environmental professionals provides a wide <br />range of environmental services to meet our <br />clients' diversified needs. We specialize in <br />environmental documentation, natural resources <br />management and monitoring, permitting and <br />processing, alternatives analyses, and <br />hazardous materials/waste assessments and <br />remediation. Our environmental specialists <br />create customized environmental programs to <br />address specific client and project needs while <br />taking into account natural resources, the <br />regulatory climate, public opinion and economic <br />constraints. By producing high quality, legally <br />defensible environmental documentation and <br />design, P&D assists in maximizing project <br />potential while minimizing client liability. <br />Quality, consistency and commitment to service <br />have been the trademarks of P&D throughout <br />this 30-year period. As such, we maintain <br />an international standard of operations which <br />promotes the adoption of a process approach <br />when developing, implementing and improving <br />the effectiveness of a Quality Management <br />System (QMS). This QMS is designed to <br />continually improve performance while <br />addressing the needs/requirements of our clients <br />and all interested parties. <br />Two main parts to our QMS include the Project <br />Management Plan (PMP) and the Quality <br />Assurance/Quality Control (QA/QC) program. <br />The PMP defines how the scope of work will be <br />accomplished to meet project goals and <br />objectives. The QA/QC program has been <br />tailored to assure that the quality of professional <br />services produced by P&D is consistent and <br />meets professional standards as practiced by <br />the consulting profession. <br />A comprehensive system of planned and <br />documented quality audits have and will continue <br />to be performed to verify the effectiveness of the <br />QMS.
