NO. 08-052) <br />l <br />G <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15f Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Merjan Enterprises Inc., dba/Save On Video for the <br />purchase of surveillance system components and cabling services in an <br />amount not to exceed $107,000. <br />DISCUSSION <br />A limited number of City facilities are equipped with surveillance <br />equipment, including the Police Administration and Detention Facility, The <br />Depot, and the City Yard. To ensure the safety and security of both staff <br />and inmates, the Detention facility utilizes an automated video and <br />audio surveillance system. The system allows staff to monitor and record <br />incidents in the maximum security areas and all housing modules. To <br />further enhance safety and security, the surveillance system is being <br />expanded to include the booking area and the records section of the jail. <br />The City Yard was constructed with a surveillance system consisting of 19 <br />cameras and two viewing stations to cover its 11.5 acres. The system is 14 <br />years old, not capable of recording, and plagued with poor camera <br />performance and cabling failures. The recommended action will upgrade the <br />surveillance system with state of the art equipment to allow monitoring and <br />recording from monitoring stations at the City Yard, as well as from the <br />Police Department. <br />The notice inviting bids was advertised on July 30, 2008 and bids were <br />solicited.
