<br />CITY COUNCil MEETING DATE: <br /> <br /> <br />CLERK OF COUNCil USE ONLY: <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />September 2, 2008 <br />TITLE: <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 15t Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />FY2008 INTEROPERABLE EMERGENCY <br />COMMUNICATIONS GRANT PROGRAM <br />APPLICATION <br /> <br />CONTINUED TO <br /> <br />- <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Adopt a resolution authorizing the City Manager and Chief of Police to <br />submit a grant application to the State of California, Office of Homeland <br />Security for fiscal year 2008 Interoperable Emergency Communications Grant <br />Program. <br /> <br />DISCUSSION <br /> <br />The United States Department of Homeland Security has developed the <br />Interoperable Emergency Communications Grant Program (IECGP). IECGP <br />provides planning, training, and exercise funding to local emergency first <br />responders to carry out initiatives to improve interoperable emergency <br />communications. (Equipment acquisition is not allowable under the IECGP.) <br /> <br />The City of Santa Ana will be the lead agency responsible for the fiscal <br />management of the FY 2008 IECGP. <br /> <br />The City of Santa Ana Police Department has worked with cities and counties <br />throughout Southern California to determine current capabilities and needs <br />and have established goals and objectives for implementing the IECGP. <br /> <br />FISCAL IMPACT <br /> <br />There is no fiscal impact associated with this action. Although this is a <br />reimbursable grant, grantees may elect to draw down funds up to 120 days <br />prior to expenditure/disbursement. Furthermore, approximately $66,279 will <br />be provided to the City of Santa Ana for Management and Administration <br />(M&A) of the grant in addition to the funding of salaries for time spent <br />coordinating grant efforts. <br /> <br />21A-1 <br />
