<br />18808/25/08 <br /> <br />RESOLUTION NO. 2008- <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER AND <br />THE CHIEF OF POLICE TO SUBMIT A GRANT <br />APPLICATION TO THE STATE OF CALIFORNIA OFFICE <br />OF HOMELAND SECURITY FOR THE FY200B <br />INTEROPERABLE EMERGENCY COMMUNICATIONS <br />GRANT PROGRAM <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby, finds, determines and <br />declares as follows: <br /> <br />A. The United States Department of Homeland Security along with the <br />Federal Emergency Management Agency, have created the <br />Interoperable Emergency Communications Grant Program (IECGP). <br /> <br />B. The California Office of Homeland Security has been designated to <br />administer the IECGP for the State of California. <br /> <br />C. IECGP provides funding for planning, training and exercises designed <br />to improve interoperable emergency communications capabilities <br />throughout the State. <br /> <br />D. The City of Santa Ana will be the lead agency for the Southern Planning <br />Area, responsible for submitting the application and fiscal management <br />for the FY 2008 IECGP Grant. <br /> <br />E. The City of Santa Ana Police Department has worked with the cities <br />and counties in the Southern Planning Area to determine current <br />capabilities and needs and have established goals and objectives for <br />implementing the IECGP, including <br /> <br />· Ensure that all participating agencies have a viable Tactical <br />Interoperable Communications Plan (TICP) <br />· Provide exercises and training on the TICPs <br />· Resolve MOU issues between the cities/counties in the Southern <br />Planning Area <br />· Adopt plans which support the California Statewide <br />Interoperability Executive Committee governance structure. <br /> <br />Section 2. The City Council of the City of Santa Ana hereby authorizes and directs <br />the City Manager and the Chief of Police to submit a grant application in the amount of <br /> <br />21A-3 <br />
